USAID Project Gives Ancient Ceremony New Focus

Timor-Leste President Jose Ramos-Horta and US Ambassador Hans Klemm attended a traditional ceremony in Dili that reaffirmed social norms and fixed penalties. This modern version of Tara Bandu added formal laws to customary strictures as part of the USAID-funded community-oriented policing project that has established a new framework for communities and the police to solve problems together.

Community Policing Council Mediates Water Conflicts

Through a USAID-funded community policing council initiative, residents of Becora (in the capital, Dili) participated in workshop to discuss water distribution problems that were causing violence in the area. It was the community's first-ever opportunity to meet officials from the Department of Sanitation and Water. The meeting resulted in the resolution of some of the problems and opened communications links among residents, the police and relevant government officials.
